Madrid City Council, through EMVS, has concluded the Vallecas 62 development, adding 100 affordable rental homes to the capital's public housing stock.

The Municipal Company of Housing and Land (EMVS Madrid) has finalized the construction of the Vallecas 62 development, located in the Ensanche de Vallecas. This new residential complex offers 100 homes for affordable rent, along with 102 underground parking spaces and two ground-floor commercial units. This initiative expands the public housing supply in the capital for Madrid families.
Access to these homes is managed through a social scale, ensuring that monthly rent does not exceed 30% of family income. The distribution includes 35 two-bedroom units, 58 three-bedroom, and seven four-bedroom apartments. Eligibility is limited to applicants with incomes not exceeding 3.5 times the IPREM, setting an approximate annual limit of 44,000 euros. According to municipal sources, this development reinforces Madrid's leadership in public housing investment.
The building stands out for its commitment to environmental sustainability, holding an A energy efficiency rating. It features a centralized aerothermal heating system with radiant cooling floors, as well as the External Thermal Insulation Composite System (ETICS) and high-resistance PVC window frames. A cross-ventilation design helps minimize electricity consumption, reflecting the municipal commitment to technical innovation and energy efficiency.
The project involved a total investment of 25,030,315 euros, including the land value. Of this amount, over 20.5 million euros comes from municipal funds, while the remaining 4.5 million euros is co-financed by NextGeneration funds from the European Union, as part of agreements with the Ministry of Housing and the Community of Madrid.
The completion of these homes is part of the 'Estrategia del Sur' (Southern Strategy), a plan focused on the urban and economic development of districts such as Vallecas, Carabanchel, Usera, and Villaverde. EMVS manages a portfolio of nearly 10,000 public properties and has over 5,700 new homes in development, accounting for 17% of the protected rental housing without option to buy built in Spain over the last two years.
