The initiative, presented by the head of Housing Policies and president of the Municipal Housing and Land Company of Madrid (EMVS Madrid), alongside the councilor for Villaverde, seeks to optimize the use of existing space in the neighborhood. The goal is to improve accessibility and urban quality, transforming areas that currently lack clear organization.

The Oroquieta neighborhood, built in the late 1960s, has a population of 7,878 inhabitants and 2,796 homes across an area of 127,424 square meters. The area is characterized by high residential density and large inter-block spaces that will be subject to intervention. The plan will allow for the legal regularization of these spaces, facilitating municipal action to reorganize pedestrian routes, introduce more trees, and create communal areas that foster neighborhood coexistence.
A central point of the action will be the area between Sáhara and Villajoyosa streets, currently undeveloped, which will become a structuring space for the neighborhood. The aim is to transform this undefined space into a place of coexistence, better organized and accessible for emergency services, designed for the daily lives of residents.

The Regenera Madrid Plan is a strategic tool that allows the City Council to act on urban areas built before 1985, especially in neighborhoods with significant urban deficiencies. It covers over 85 square kilometers, 60% of the city's consolidated residential fabrics, benefiting 1.2 million homes and nearly 2.6 million inhabitants. In its first phase, actions are planned in 15 districts, with a framework agreement valued at 141 million euros. Works have already been completed in Moratalaz, Villaverde, and Usera, and are ongoing in districts such as Villa de Vallecas, Carabanchel, Latina, Hortaleza, and Ciudad Lineal.
