Community of Madrid Updates Plan Vive Requirements to Broaden Housing Access

The Governing Council has ratified a decree modifying income thresholds and territorial roots criteria to facilitate access for more citizens.

The Governing Council of the Community of Madrid has approved a decree introducing significant changes to Plan Vive, the public housing initiative of Isabel Díaz Ayuso's executive, aiming to make it more accessible to a greater number of citizens.

Among the main novelties, the income range for two-member family units has been expanded. Now, incomes must be between 1.5 and 5.5 times the Public Indicator of Multiple Effect Income (Iprem) for basic-priced homes, and between 1.5 and 7.5 times for limited-priced homes. This modification seeks to enable more people to meet the required conditions for accessing a home under the plan.
Likewise, territorial roots criteria have been updated. From now on, preference will be given to citizens who can prove at least five years of registration in the municipality or who work there, in contrast to the previously required three years. Secondly, priority will be given to applicants with ten years of accredited residence in the region.
To increase the availability of land for public housing promotion, the decree expands the scope of action to include plots located on land belonging to other Public Administrations assigned to the Community, such as city councils. This measure aims to facilitate housing solutions for a greater number of citizens.
To optimize the occupation of the homes, the text also includes the possibility of reassigning flats initially reserved for special quota groups, such as victims of violence against women or asylum seekers, if they remain vacant. Furthermore, transparency standards in the allocation processes are strengthened, with the permanent publication of applicant lists on the concessionaire's website.
The regional government has delivered 5,211 homes under Plan Vive to date. The new measures will also allow the use of the most recent tax data and the acceptance of sworn statements to justify relevant changes in the economic situation of applicants.
