The Governing Council of the Community of Madrid approved a modification to decree 84/2020, which regulates Plan Vive, this Wednesday. From now on, priority in the allocation of these homes will be given to those who can prove at least five years of registration in the municipality where the apartment is located or who work there. This initiative, promoted by the Ministry of Housing, Transport and Infrastructure, also raises the income thresholds for two-person family units.

The new preference criterion replaces the previous one, which set a minimum of three years of registration. Now, after applicants with five years of local roots or employment ties to the municipality, those who can prove ten years of residence in the Community of Madrid will be considered, and finally, other registered individuals. Furthermore, the modification allows Plan Vive to be developed on land belonging to other public administrations attached to the Community, such as city councils, which increases the availability of land for building affordable public rental housing.
Economically, the new regulation increases the income thresholds for two-person cohabitation units. For basic-priced homes, incomes between 1.5 and 5.5 times the IPREM will be required; for limited-priced homes, between 1.5 and 7.5 times. The reform also makes the accreditation of economic status more flexible, allowing the use of the most recent available tax data and accepting sworn statements when the applicant has experienced significant changes in their income.
The new regulatory framework requires the permanent publication of applicant lists on the concessionaire's website, with a link from the institutional page, to facilitate continuous updates. Allocation periods are also reduced, and the possibility of reassigning apartments reserved for specific quotas — such as victims of violence against women or asylum seekers — when they become vacant is foreseen. The regional Executive has noted that Plan Vive has already delivered 5,211 homes.
