Moralzarzal Approves 'Pradera Antonio Zárate' Designation and Justice of the Peace Appointment

The extraordinary plenary session also addressed the modification of the Master Plan and the General Account for the 2025 fiscal year.

The Moralzarzal City Council held an extraordinary plenary session last Thursday, September 3rd, where the honorary designation of 'Pradera Antonio Zárate' and the appointment of María del Pilar Ces Moreno as titular Justice of the Peace were approved.

The session, held in the plenary hall of the City Hall, began with the unanimous ratification of the minutes from previous sessions, corresponding to the extraordinary plenary sessions of July 16th and May 21st, and the ordinary plenary session of June 4th, 2026.
In the decisive part, the designation of the municipal green area located between Calle Vía del Berrocal and Calle Vista del Mar as 'Pradera Antonio Zárate' was approved by majority. The proposal received support from all groups in favor, except for one vote against from MEC.
Subsequently, the appointment of Dª María del Pilar Ces Moreno as titular Justice of the Peace was approved, after she met the requirements of capacity and professional background. This item received votes in favor from PP, Contigo, Vox, and the non-attached councilor, while VmP, PSOE, and MEC voted against.
The partial modification nº 6 of the Master Plan AR4-S1 Las Canteras, concerning the tertiary use of a plot between the Carlos Soria Roundabout and Mercadona, and the management commission to the Architect of the El Escorial City Council, were not approved as they did not achieve the necessary absolute majority.
The General Account of the municipal accounting of the Moralzarzal City Council for the fiscal year 2025 was definitively approved with the favorable vote of all groups and the abstention of one MEC member.
In the information, impulse, and control section, reports from the mayor's office and delegated councilors were presented, along with a list of resolutions and decrees issued between June 24th and August 25th, 2026.
Several motions were debated. One from MEC for the renovation of the Security building was not approved due to an 8-8 tie, with the Mayor's casting vote deciding the outcome. Another motion from MEC to install a calisthenics park on Calle Antón was approved, while a third to establish a 'Punto Violeta' (Purple Point) at the festivities (designated as 'Punto Seguro' - Safe Point) did not pass.
The session concluded with questions and requests, and the usual public attendance at the plenary, which could also be followed live via streaming on the municipal Facebook page and viewed later on the Municipal Plenary Channel.
