For a first-time DNI issuance, applicants must be physically present, pay the corresponding fee, provide a literal birth certificate from the Civil Registry stating it's for DNI purposes, a recent color photograph with a plain white background, and a certificate or proof of residence (empadronamiento) from the City Council. For minors or incapacitated individuals, the presence of the legal guardian or custodian is required.
For DNI renewal, physical presence, fee payment, the previous DNI, and a recent photograph are necessary. If the address has changed, proof of residence is required; for changes in filiation details, a literal birth certificate is needed. Renewal should occur within the last 90 days of validity or outside this period if data changes, or in case of loss, theft, destruction, or damage.
Regarding passports, general requirements include physical presence, fee payment, a valid DNI, and a recent color photograph. If renewing, the previous passport must be presented. For minors and wards without a DNI, a literal birth certificate and express consent from those exercising parental authority or guardianship are necessary, along with proof of kinship.
Passports can be renewed within the last year of validity or outside this period due to data changes, loss, theft, destruction, damage, or lack of available pages.
