The regulation, which has incorporated seven amendments presented by the socialist municipal group, seeks to reduce administrative burdens for residents. Among the most significant changes is the elimination of the Municipal VMP Registry, as the existence of a national registry at the General Directorate of Traffic makes an additional local registration unnecessary.
The final text also introduces modifications to the sanctioning regime and traffic rules to avoid contradictions. Furthermore, it has been clarified that costs derived from vehicle removal and storage will be governed by the corresponding Fiscal Ordinance, ensuring greater legal certainty in the process.
Another relevant novelty is the removal of the requirement to hold insurance for conventional bicycles and pedal-assisted electric bicycles. According to the new wording, these requirements will be adjusted to what is dictated by current national regulations, thus avoiding exceeding municipal competencies.
The resolution proposal accompanying the file ensures that the text adapts to changes in national mobility regulations that will come into force on October 1. With these modifications, the City Council aims to provide a clearer, more accessible, and transparent rule for all personal mobility vehicle users in the town.
